Bump `pyiceberg` to be compatible with Python 3.13

Task Summary

As title. Currently pyiceberg==0.8.1 introduces a transitive dependency pydantic-core==2.23.4 which is not compatible with Python 3.13. We need to bump the version. Pending for official Python 3.13 support from pyiceberg.

@Yicong-Huang Seems apache/iceberg-python#2658 is still in development, and release 1.1.0 will be blocked by this PR. Can we not support Python 3.13 in incubating release 1.1.0 ?
