@MiYanni The following code in the NuGet.config file was removed by dotnet/arcade, which caused the error. Should we contact the Arcade team to fix it, or should we add it back ourselves?

Error:
src/Tests/Microsoft.NET.Restore.Tests/Microsoft.NET.Restore.Tests.csproj(0,0): error NU1603: (NETCORE_ENGINEERING_TELEMETRY=Restore) Warning As Error: testSdkRestore depends on Microsoft.Build (>= 17.10.49) but Microsoft.Build 17.10.49 was not found. An approximate best match of Microsoft.Build 17.11.4 was resolved.

There seem to be some issues with the creation of this PR since its downgrading packages. I'm going to close it so a new one is authored.
