[CI] Verilog LSP unit test flaky on macOS

The Verilog server unit tests check for certain timing-based behavior that frequently fails on macOS during a run of the uploadReleaseArtifacts CI job, for example https://github.com/llvm/circt/actions/runs/19579832326/job/56509187173. Re-running the job usually works, but it would be good to have CI be either a robust pass or failure. I'm going to disable this test on macOS until we can get a fix in.

@uenoku @Scheremo, I think you have been poking at this test and improving it in the past. Do you know of any way to fix this? We should probably include a macOS CI run somewhere in nightly CI, to avoid us finding macOS CI failures only after cutting a release when the artifact upload job runs.
