[BUG]: Network MIDI: Disconnecting and then reconnecting to midisrv from a remote client can fail

After a disconnect, reconnecting from a remote client (like the Bome Box) to midisrv can timeout/fail. This is a known issue.

Restarting the service works around the state issue.
