Strawberry changes ID3v2.3 to v2.4

Describe the bug
Changing any ID3v2.3 tag in Strawberry causes ID3 version to be changed to 2.4.
This causes my MP3 Player to no longer be able to display any tags, as it only supports 2.3.

To Reproduce
Open file in TagEditor to verify the tags are v2.3
Change any tag in Strawberry, for example rating
Open file in TagEditor again - tag is now v2.4

Expected behavior
ID3 version should not be changed
